What Is Defensible Space?

Defensible space is the area around a structure where vegetation and other combustible materials have been managed to reduce wildfire risk. California law requires property owners in fire-prone areas to maintain defensible space extending at least 100 feet from all structures, or to the property line, whichever is closer.

Defensible space does not mean clearing everything to bare dirt. It means managing vegetation in specific zones so that fire intensity drops as it approaches your home, giving firefighters a safe area to work and your structure a better chance of surviving.

California AB 3074: The Law

Assembly Bill 3074, signed into California law in 2020 and effective January 1, 2021, updated the state's defensible space requirements. The law added a new Zone 0 (the immediate 0-5 foot area around structures) to the existing zone system. This was a direct response to research showing that the area closest to a building is where most structure ignitions begin.

Under AB 3074, property owners in state responsibility areas (SRA) and local responsibility areas with very high fire hazard severity zones must maintain three distinct zones of defensible space.

Zone 0: Ember-Resistant Zone (0-5 Feet)

Zone 0 is the hardened perimeter right against your structure. This zone was added by AB 3074 because research found that flying embers landing within 5 feet of a structure cause most home ignitions during wildfires.

Requirements for Zone 0 include:

  • Remove all dead and dying vegetation, leaves, needles, and debris
  • Clear all combustible materials including firewood, lumber, and furniture with combustible cushions
  • Replace combustible mulch (wood chips, bark) with non-combustible ground cover like gravel or decomposed granite
  • Remove tree branches overhanging the roof or within 10 feet of a chimney
  • Ensure no vegetation contacts walls, windows, or decks

Zone 0 is the most strict zone. Think of it as a fire-proof border around your home.

Zone 1: Lean, Clean, and Green Zone (5-30 Feet)

Zone 1 is a landscaped buffer with reduced fuel. The goal is to keep vegetation low, well-watered when possible, and spaced so fire cannot easily jump from plant to plant.

Requirements for Zone 1 include:

  • Maintain grass at 4 inches or shorter when dry
  • Create spacing between shrubs and trees -- generally 10 feet between shrub canopies and 10 feet between tree canopies
  • Remove dead branches from all trees up to 6 feet from the ground (or one-third of tree height for shorter trees)
  • Remove dead plants, leaves, and needles regularly
  • Keep trees trimmed so no branch is within 10 feet of another tree's canopy

In Tehachapi's dry climate, Zone 1 maintenance means regular mowing and pruning, especially before the June 1 Kern County deadline.

Zone 2: Reduced Fuel Zone (30-100 Feet)

Zone 2 extends the defensible space perimeter to 100 feet from structures. The goal here is to reduce fuel so that a wildfire moving through this zone drops in intensity before reaching Zone 1.

Requirements for Zone 2 include:

  • Cut grass to 4 inches or shorter when dry
  • Create horizontal spacing between shrubs and trees based on slope -- steeper slopes need wider spacing
  • Remove dead and fallen trees, branches, and vegetation
  • Remove heavy accumulations of downed wood and debris
  • Maintain access roads and driveways to a 10-foot vertical clearance for emergency vehicles

On steep terrain common around Tehachapi and Bear Valley Springs, Zone 2 spacing requirements increase. Fire burns faster and more intensely uphill, so vegetation on slopes needs wider gaps.

Why Tehachapi Is Fire-Prone

Tehachapi sits at the convergence of several wildfire risk factors:

  • Mountain terrain -- The Tehachapi Mountains create steep slopes where fire accelerates uphill
  • Wind corridor -- The Tehachapi Pass funnels wind between the Central Valley and the Mojave Desert, with gusts regularly exceeding 50 mph
  • Seasonal drought -- Hot, dry summers cure vegetation into fuel by July each year
  • Wildland-urban interface -- Many homes in Bear Valley Springs, Stallion Springs, and surrounding areas sit directly against open rangeland and forest

These conditions mean that defensible space is not a suggestion in Tehachapi. It is a survival measure. Cal Fire and the Kern County Fire Department actively enforce defensible space requirements in the greater Tehachapi area.
